Türkiye'deki kamu yönetimi uygulamalarında Avrupa Birliği bölgesel politikasının etkileri: Politika transferi bağlamında bir analiz

Abstract

Türkiye, 2000'li yıllardan sonra çok önemli bir reform hareketi sürecine girmiştir. Türkiye'yi söz konusu bu reform sürecine sürükleyen temel sebeplerden biri ise Avrupa Birliği (AB)'dir. AB'ye tam üyelik hedefi bulunan Türkiye, AB müktesebatına uyumluluk göstermekle yükümlüdür. AB karşısındaki bu yükümlülük durumu, Türkiye'yi politika transferi olgusuyla karşılaştırmıştır. Politika transferi ise herhangi bir zamanda ve alanda kullanılan yönetsel düzenlemelerin başka bir zamandaki ve alandaki yönetsel düzenlemelerde uygulanmak üzere alınması, geliştirilmesi veya kullanılması süreci olarak tanımlanmaktadır. Politika transferi ile gerçekleştirilen reformların amaç ve içeriği incelenebilmekte, ilgili reformun oluşturulmasına sebep olan asıl kaynak anlaşılabilmektedir. Bu bağlamda, bu tez çalışması, AB müktesebatının önemli bir konusu olarak kabul edilen AB bölgesel politikasının Türk kamu yönetimi yapısı üzerindeki etkilerini incelemeyi ve bu etkileri politika transferi çerçevesinde değerlendirmeyi amaçlamaktadır.Çalışmanın temel hipotezi, AB bölgesel politikası ile Türkiye'nin yönetim yapısı üzerinde hem yasal hem de kurumsal boyutlarda çok önemli değişikliklerin gerçekleştirildiğidir. Çalışma daha özelde, AB bölgesel politikası bağlamında Türkiye'de gerçekleştirilen Kalkınma Ajanslarının bir politika transferi olup olmadığı sorusunu ele almaktadır. AB bölgesel politikasının Türkiye'deki etkisini politika transferi perspektifiyle ele almak, Türkiye'deki kamu yönetimi çalışmalarına büyük katkı sağlama potansiyeli taşımaktadır. Çalışmada uygulanılan temel yöntem, konu üzerine hazırlanmış ikincil kaynakların analiz edilmesidir. Çalışmanın kapsamı ise AB'ye üyelik sürecinde Türkiye'de geliştirilen yönetsel uygulamaların ele alınmasıyla ilgidir. Bu uygulamalar da AB'nin bölgesel politika boyutu ile sınırlandırılmıştır. Çalışma sonucunda, Kalkınma Ajanslarının AB etkisiyle Türkiye'de gerçekleştirilen önemli bir kamu yönetimi uygulaması olduğu tespit edilmiş ve Kalkınma Ajanslarının, politika transferinin daha çok zorlayıcı politika transferi yönüyle ilişkili olduğu kolaylıkla belirlenmiştir.

Turkey has entered a very important reform movement process after the 2000 years. One of the main reasons that leading Turkey to this reform process is the European Union (EU). Turkey which has a target of full membership to th EU, is obliged to demonstrate compliance with the European Union acquies. This obligation situation aganist EU compared Turkey with the case of policy transfer. Policy transfer is defined as the process of development or use of administrative arrangement used at any time and on the ground to be applied at administrative or other administrative arrangement. The purpose and content of the reforms carried out by policy transfer can be examined and the real source of the relevant reform can be understood. In this context, this thesis study aims to examine the effects of EU regional policy, which is considered as an important issue of the EU acquis, on the Turkish public administration structure and to evaluate these effects within the framework of policy transfer. The basic hypothesis of the study is that significant changes have been made in both the legal and institutional dimensions of the EU regional policy and governance structure of Turkey. More specifically, the study addresses the question of whether the Development Agencies in Turkey in the context of EU regional policy are a policy transfer. Addressing the impact of the EU regional policy in Turkey from a policy transfer perspective has the potential to make a major contribution to the public administration efforts in Turkey. The basic methoda applied in the study is the analysis of secondary sources on the subject. The scape of the study is that the EU is interested in the administrative practices developed in Turkey during the membership process. These practices are also limited by the EU's regional policy dimensions. As a result of the study, it has been determined that the Development Agencies are implementing a significant public administration practice in Turkey under the influence of the EU. It has been identified that Development Agencies are associated with a more obliged policy transfer direction of policy transfer.
