Büyükşehir yasasının kırsala etkileri; Bursa ili örneği

Abstract

Bu çalışmanın amacı, 12.11.2012 yılında kabul edilen ve 6.12.2012 tarihinde 28489 sayılı Resmi Gazete’de yayımlanan 6360 ayılı Kanun sonrasında kırsal alanlarda yaşayan insanların yasa sonrasında ki süreçte nasıl etkilendiklerini incelemektir. 6360 sayılı Yasa sonrasında büyükşehir belediyesi sayısı otuza yükselmiş ve 2012 yılında belde ve köylerin tüzel kişilikleri ortadan kaldırılarak mahallelere dönüştürülmüştür. Çalışma anket yöntemi ile yapılmış ve 176 erkek ve 224 kadın olmak üzere 400 katılımcı ile gerçekleşmiştir. Anket verileri SPSS 25.0 programında analiz edilmiştir. Analizlerde Bağımsız Örneklem T-Testi ve Tek Yönlü ANOVA uygulanmıştır. Veriler katılımcıların hizmet sunum, kaynak kullanım, bilgi ve tutumlarının belirlenmesi amacıyla üç alt grupta incelenmiştir. Çalışmanın sonuçlarına göre; katılımcıların cinsiyetleri ile Yasanın Algılanması Anketi ve alt gruplar arasında istatistiksel olarak anlamlı bir farklılık bulunmamaktadır. Yaş faktörüne göre anket ve alt gruplar ile farklılık bulunmuş olup meslek faktöründe sadece hizmet alt grubunda farklılıklar olduğu ortaya çıkmıştır. Köy halkının Yasa sonrasında özellikle mali konularda zorluk çektiği, merkez köyler dışındaki köylerin hizmetlerinde aksamalar yaşandığı, köy halkının ihtiyaçlarının yasa öncesindeki gibi doğrudan karşılanmadığını görülmektedir. Yasa’nın gerekçelerinden biri hizmet sunumlarının kalitesinin arttırmaktır. Fakat çalışma sonucunda Yasa’nın bu amacına ulaşamadığı görülmektedir.

The aim of this study to examine how people living in rural areas are affected after the adoption of the ‘Law No. 6360 on the Amendment of the Establishment of the Metropolitan Municipality and the Twenty-Six Districts in the Thirteen Provinces and the Amendments to the Certain Laws and Decree-Laws’ adopted in 12.11.2012 and published in the Official Gazette No. 28489 on 6.12.2012. After Law No. 6360, the number of Metropolitan Municipality increased thirty in 2012 and legal entities of towns and villages were removed, and they became districts. The study was carried out with 400 participants, 146 males, and 224 females. Survey data were analyzed in SPSS 25.0 statistical software. Independent sample t-test and one-way ANOVA were applied in the analyses. Data were analyzed in three subgroups to determine the participants’ awareness of ‘service delivery,’ ‘resource utilization’ and ‘information levels.’ According to the results of the study, there was no statistically significant difference between the gender of participants and the 'Law Awareness Questionnaire' and subgroups. The age factor showed statistical differences with the questionnaires and sub-groups, and it was found that there were differences only in the service sub-group in the occupational factor. It is seen that the village people have difficulties especially in the financial issues after the law, there have been disruptions in the services of villages outside the central communities, and that the needs of the village people are not met adequately as before the Law. One of the objectives of the law is to improve the quality of service delivery. However, the findings of the study show that the Law has not achieved this goal.
