Kentsel dönüşüm sonrasında kullanıcı memnuniyetinin değerlendirilmesi: Bursa Emirsultan evleri örneği

Abstract

Tarih boyunca çeşitli medeniyetlere ev sahipliği yapmış, Osmanlı şehircilik yapısını koruduğunu hala mevcut kent dokusu içinde görebildiğimiz Bursa, geleneksel mahalleleri ile birlikte değişen teknoloji ve günün koşullarına uygun değişim ve dönüşümün de gündemde olduğu önemli yerleşim alanlarından biridir. Osmanlı erken döneminde mahallelerin oluşmasında, yapılan cami/mescid, imaret, hamam gibi kamusal yapıların etkili olduğu ve isimlerini bu yapılardan aldığı görülmektedir. Bursa’daki önemli mahallelerden biri de adını Sultan Yıldırım Bayezıd’ın damadı Emir Sultan’ın adını taşıyan külliyeden alan Emirsultan Mahallesi’dir. Emirsultan Mahallesi, turizm, gelenek, örf, adet ve inanç çerçevesinde yerli ve yabancı ziyaretçilerin yoğun olarak ziyaret ettiği kentin odak noktalarından biridir. Aynı zamanda mahalle ölçeği, kentsel yaşam çerçevesinde sürdürülebilirlik açısından sahip olduğu özgün değerlerini korumak ile birlikte tarihsel süreç boyunca değişim ve dönüşümün görüldüğü mahallelerdendir. Setbaşı – Yeşil – Emirsultan Koruma Amaçlı İmar Planı değişikliği ile son dönemde uygulanan Emirsultan Kentsel Dönüşüm Projesi, hem tarihi yapılı çevrede bulunması hem de meydan tasarımı çevresinde konut dönüşümü ile gerçekleştirilmiş olması sebebiyle ayrı bir öneme sahiptir. Bu çalışmanın amacı, Emirsultan Mahallesi’ndeki değişimin süreçleri ve kentsel yaşama etkileri, Emirsultan Kentsel Dönüşüm Projesi özelinde ortaya konarak, kullanım sonrası kullanıcı memnuniyetinin araştırılması ve ulaşılacak sonuçların gelecekte gerçekleşecek uygulamalara yardımcı olmasıdır.

Bursa, which has hosted various civilizations throughout the history and stil preserves the Ottoman urban structure, in the urban pattern, is one of the important residential areas where changes and transformation are observed in line with the changing technology and current conditions with the traditional neighborhoods. It is seen that public buildings such as mosque / masjid, imaret and baths were effective in the formation of neighborhoods in the early Ottoman period and their names were taken from these structures. One of the important neighborhoods in Bursa is Emirsultan Neighborhood, which takes its name from the Islamic-Ottomen social complex named after Sultan Sultan Bayezid's son-in-law Emir Sultan. Emirsultan Neighborhood is one of the focal points of the city, which is visited by local and foreign visitors in the frame work of tourism, tradition, custom and belief. Meanwhile, this neighborhood has been transformed in the historical process in order to preserve its urban scale and original value in terms of sustainability in urban life. Emirsultan Urban Transformation Project which is implemented through the change of Setbaşı – Yeşil – Emirsultan Conservation Development Plan, has a special importance since it is located in the historical built environment and implemented through the transformation of houses around the square design. The aims of this study are to reveal the changing process in Emirsultan Neighborhood and its effects on urban life, to investigate post occupancy user satisfaction and to provide an insight to the implementations in the future by the results obtained.
