Osmanlı yönetiminin Bursalı zenginlerden borç alma girişimi (1787-1792)

Abstract

18. yüzyıl sonlarında malî durumu iyi olmayan Osmanlı Devleti, savaşları finanse etmek için tağşiş, müsâdere, sultanın hazinesinden para almak gibi yöntemlere başvurmasının yanında âyanlardan ve zengin tüccarlardan asker, mühimmat ve zorunlu borç taleplerinde de bulunmuştur. Devletin Bursa’dan da aynı dönemde benzer talepleri olmuştur. Bu çalışmada Osmanlı Devleti’nin 1787-1792 tarihleri arasında Bursa’nın zenginlerinden ordunun masraflarını karşılamak üzere borç alma girişimi ele alınmıştır. Dönemin koşulları, devletin talebini nasıl gerekçelendirdiği ve tahsilat süreci makalenin alt başlıklarını oluşturmaktadır. Araştırmanın başlıca kaynağı Başbakanlık Osmanlı Arşivi’nde tespit edilen kayıtlar ve Bursa Kadı Sicilleridir. Bu çalışmanın 18. yüzyıl Bursası hakkındaki literatüre katkı sağlayacağı düşünülmektedir.

In the late 18th century, the Ottoman Empire, in negative financial conditions, not only carried out some methods such as adulteration of currency (tağşiş), confiscation and applying to the private treasury of sultan but also demanded soldier, ammunition, supplies and mandatory debt from local notables and wealthy merchants in order to finance wars. In the same period, there were some demands of state from Bursa, too. In this article, the state’s requisition of debt from the wealthy residents of Bursa with the intention of meeting the expenditures of army between 1787 and 1792 will be taken into account. The conditions of period, the justification of central administration for this application and the collection process of cash are the sub-tittles of this article. The main sources of research are the documents obtained from the Prime Ministry Ottoman Archive and Bursa court records. By this study, it is tried to make a contribution to the literature about 18th century Bursa.
