KOSGEB KOBİGEL- KOBİ gelişim destek programı: Bursa ili özelinde bir değerlendirme

Abstract

Tüm dünya ile benzer şekilde, ülkemizde de işletmelerin en büyük kısmını meydana getiren Küçük ve Orta Büyüklükteki İşletmeler (KOBİ’ler), oluşturdukları istidam, değişen ekonomik şartlara hızlı adapte olabilme yetenekleri, rekabetçi yapıları ve bölgeler arası ekonomik dengesizlikleri azaltmadaki pozitif etkileri ile ekonominin en önemli aktörlerindendir. Bu nedenle tüm Dünyada ülkeler KOBİ’lere yönelik özel politikalar belirlemekte, çeşitli destek ve teşvik programları uygulayarak faaliyetlerinde ve gelişimlerinde KOBİ’lere destek sağlamaktadır. Ülkemizde bu görevi yüklenen farklı kuruluşlar olmakla birlikte Küçük ve Orta Ölçekli İşletmeleri Geliştirme ve Destekleme İdaresi Başkanlığı (KOSGEB) hedef kitlesinin tamamen KOBİ’lerden oluşması ve tüm çalışmalarını KOBİ’ler özelinde yürütmesiyle bu konuda ilk akla gelen kurum olma hüviyetindedir. KOSGEB’in KOBİ’lere yönelik uygulamakta olduğu farklı destek programlarından biri de çağrı esaslı proje desteği olan KOBİ Gelişim Destek Programı (KOBİGEL) programıdır. İlk çağrıların 2016 yılında açıldığı program kapsamında, projelerin 2018 yılından itibaren tamamlanmaya başlandığı görülmektedir. KOSGEB tarafından verilen KOBİGEL desteğinin ilk sonuçlarının alınmaya başlanması ile birlikte, ilgili desteğin işletmelerde meydana getirdiği etkilerin ve değişimlerin araştırılması, destek modelinin güncellenmesi ve gelecekte oluşturulacak yeni destek modellerinin geliştirilmesi bakımından önem arz etmektedir. Bu çalışma ile KOSGEB tarafından sağlanan KOBİGEL Destek Programı!nın Bursa ili özelinde değerlendirilmesi amaçlanmıştır. Bu kapsamda Bursa’da bulunan KOBİ’lerin destekten yararlanma durumları, destekten faydalanan işletmelere desteğin etkileri araştırılmıştır. Araştırma kapsamında Bursa’daki KOBİ’lerin KOBİGEL desteğinden ne kadar faydalandığına dair bilgiler KOSGEB’den temin edilmiştir. İlde projesini tamamlamış işletmelere anket uygulanarak, faydalanıcıların görüşlerine ulaşılmış ve desteğin işletmelere etkileri hakkında sonuçlara ulaşılmıştır. Araştırma sonucunda destekten yararlanan işletmelerin büyük kısmının destek sonrasında, destek öncesi döneme göre istihdam ve ciro bakımından büyüme gösterdikleri görülmektedir. Ayrıca işletmelerin destek hakkında olumlu görüşlere sahip oldukları ve desteğin rekabetçiliklerine olumlu yönde etki ettiğini bildirdikleri görülmektedir.

Small and medium sized enterprises (SMEs) at first with their capacity of creating employment, fast adaptation skills o changing economic conditions, competitive structures, and positive effects to diminishing interregional imbalances are one of the most important actors of economy in our country as in the world. So that countries make up and implement specific policies to SMEs and encourage them with different support programs. Although there are different organizations and institutions undertake this task in our country, KOSGEB (Small and Medium Enterprises Development and Support Administration) is the first organization comes into mind about SME supports, because KOSGEB’s target group is only SMEs and its entire works specific to SMEs. A project support based on project calls named KOBİGEL (SME Development Support Program) is one of the support programs of KOSGEB for SMEs. The first project calls announced in 2016 and since 2018 projects have began to complete. Along with getting first results it has become more important to search the effects of KOSGEB’s KOBİGEL support on SMEs in order to update the support model and develop new support models. The work aims at evaluating KOBİGEL support program of KOSGEB in Bursa province. Within this scope, it is investigated support exploitation levels of SMEs in Bursa and effects of support on the user ones. The data on KOBİGEL support exploitation levels of SMEs in Bursa was demanded from KOSGEB in this context. By conducting questionnaire on the SMEs who already concluded their project, the views of exploiters accessed and results get about effects of support. At the end of the work, it seen that most of the support exploiter enterprises show an increase both in terms of employment and turnover amounts in post-support period according to pre-support period. Also enterprises regard the support quite useful and state that the support affected positively their competitiveness.
