Washington uzlaşısı sonrası dönemde devletin değişen rolü ve bir Türkiye değerlendirmesi

Abstract

Bu çalışma Washington Uzlaşısı sonrası dönemde bir model olarak gelişmekte olan ülkelere sunulan düzenleyici devlet olgusunu politik ekonomi bakış açısı ile incelemektedir. Washington Uzlaşısı sonrası dönem, küresel ekonomiyi şekillendiren Washington Uzlaşı politikalarının toplumda yarattığı hoşnutsuzluk sonucu eşitlik, demokrasi ve toplumsal adalet gereksinimine yanıt veren ve aynı zamanda iktisadi büyümeyi, geniş istihdamı destekleyen alternatif paradigmaların ortaya çıkmasını engellemek ve neoliberal paradigmanın azalan gücünü yeniden inşa etmek amacını gütmektedir. Bu yeni dönemde neoliberal ekonomik politikalardan vazgeçilmemekle beraber, devletin ekonomik alandaki rolünü yeniden tanımlama yoluna gidilmiştir. Bu bağlamda deregülasyondan reregülasyona (yeniden düzenleyicilik) geçişle birlikte “minimal devlet” de yerini düzenleyici devlet anlayışına bırakmıştır. Bağımsız düzenleyici kurullar aracılığı ile sadece devlet-piyasa ilişkilerini değil, siyasal alanı hatta demokrasiyi ulus devlet ölçeğinde yeniden yapılandıran düzenleyici devlet önemli bir dönüşümü temsil etmektedir. Bu çalışma düzenleyici devleti ortaya çıkaran şartları ve düzenleyici devletin içeriğini incelerken, Türkiye örneği üzerinden düzenleyici devletin sorunlarını da tartışmaktadır.

This paper examines the regulatory state that was presented as a model to developing countries from a political economy perspective. Due to the discontent caused by the Washington Consensus policies that have shaped the world economy, the post-Washington Consensus era aims to re-assert the declining power of the neoliberal paradigm and to prevent the emergence of alternative paradigms that respond to the demands of social justice, equality and democracy while supporting economic growth and employment. In this new era, the role of the state in economy has been re-defined without abandoning neoliberal policies. In this regard, the transition from deregulation to re-regulation replaced the minimal state with the regulatory state. With the help of independent regulatory agencies, the regulatory state did not only construct state-market relations but also the political sphere, and even the democracy at nation state level and therefore, the regulatory state represents a significant transition. This study addresses the context that led to the rise of regulatory state and the content of regulatory state itself, and finally the problems of regulatory state in the light of the Turkish case.
