Seçim sistemleri ve parti sistemleri

Abstract

Bu azının amacı, seçim sistemleri ile parti sistemleri arasındaki ilişkiye dair bazı metodolojik problemlere eğinmektedir. Yazıda önce söz konusu ilişkiyi çözümleyen ve literatürde kurumsal ve sosyolojik olarak adlandırılan yaklaşımlar özetlenmekte ve karşılaştırılmaktadır. Daha sonra parti sistemlerinin seçim sistemi eşlinde işleyişinin ülkelerin tarihsel ve siyasal koşul ve geleneklerinden etkilendiği vurgulanmaktadır. Bu bağlamda, aynı seçim sisteminin farklı ülkelerde, hatta aynı ülkenin siyasal hayatının değişik dönemlerinde bile farklı etkilere sahip olabileceği sonucuna varılmaktadır. Nihayet, seçim sistemleriyle parti sistemleri arasındaki ilişkiyi açıklamada çok değişkenli bir modelin, tek nedensel etkene dayanan iki değişkenli bir modelden daha uygun olacağı önerilmektedir.

The aim of this paper is not substantive, but melhodological. The paper first attempts to summarize and compare the arguments of institutional and sociological approaches to the relationship between electoral system& and party systems. lt then emphasize that the working of the party systems associated with electoral system in influenced by the historical and political circumstances and traditions of the countries in which they operate. In this context, one central conclusion the paper reached is that the same electoral system can have dissimilar effects in different countries, or even in the same country at different periods of its political life. The paper finalIy suggests that a multivariate model is more proper than a bivariate model-based on a fundamental causative factor for explaining the relationship between electoral systems and party systems
