Kentsel dönüşüm projelerinde yapımcı firmaların karşılaştığı sorunların kaliteli bina üretimi üzerine etkilerinin araştırılması: Bursa alan çalışması

Abstract

Kentsel dönüşüm uygulamalarındaki asıl amaç; mal sahibi ve/veya kullanıcıların, belirlenen istekler ve hedefler doğrultusunda maliyet, süre ve kalite kısıtlarının dengelenerek kaliteli bina üretiminin gerçekleştirilmesi olmalıdır. Aksi takdirde, yeni bir konut üretme biçimi olarak kentsel dönüşüm kavramının asıl hedeflerine sadık kalınmadan uygulanan projeler kent kimliğinde büyük olumsuzluklara yol açmaktadır. Türkiye’de kentesel dönüşümün finansal ve yönetsel boyutlarında yer alan yapımcı firmalar bu süreçte büyük bir rol oynamakta, ancak birçok disiplinin işe dahil olmasından dolayı farklı sorunlarla karşı karşıya kalmaktadır. Bunun nedeni ise kentsel dönüşüm projelerinde çoklu mal sahiplerinin bulunması, kentsel dönüşümle ilgili yasal düzenlemelerdeki sorunlar, iletişim problemleri, finansal desteğin yetersizliği veya makroekonomideki olumsuz değişiklikler gibi birçok faktörün süreci uzatması ve proje hedeflerini engelleyici nitelikte olmasıdır. Bu tez çalışmasında kentsel dönüşüm süreci, önemli girişimciler olan yapımcı firmaların gözünden bakılması amacı ile ele alınmıştır. Bu kapsamda, kalite ve kaliteli bina, kentsel dönüşüm süreci, yapımcı firma kavramları irdelenmiş, yapımcı firmaların süreç içerisinde karşılaştıkları sorunlar yapım öncesi aşama, yapım aşaması ve yapım sonrası aşama olmak üzere yarı yapılandırılmış görüşme tekniği ile belirlenmiştir. Daha sonra elde edilen bu bulgular literatür karşılaştırmalarıyla analiz edilmiş, kentsel dönüşüm projelerinde maliyet, süre ve kaliteye olan olumsuz etkileri sonucu kaliteli bina üretimine engel oldukları saptanmıştır.

The main purpose of urban transformation implementations should be the realization of quality building production by balancing the cost, time and quality constraints in line with the determined requests and targets of the owner and/or users. Otherwise, the projects implemented without adhering to the main objectives of the urban transformation concept as a new form of housing production lead to huge problems in the identity of the city. Constructor companies involved in the financial and executive dimensions of urban transformation in Turkey play a major role in this process, but they face different problems. The reason for this is that many factors such as the presence of multiple owners in urban transformation projects, legal regulation problems related to urban transformation, communication problems, lack of financial support, negative changes in macroeconomics prolong the process and prevent the project objectives. In this thesis study, the urban transformation process is discussed with the aim of standing in constructor companies’ shoes, which are important entrepreneurs. In this context, the concepts of quality building, urban transformation process, and the constructor company were examined, and the problems faced by the companies in the process were determined by semi-structured interview technique as pre-construction, construction and post-construction phases. Then, these findings were analyzed with literature comparisons, and it was determined that they prevented the production of quality buildings as a result of their negative effects on cost, time and quality in urban transformation projects.
