Birleşmiş Milletler barışı koruma operasyonları kapsamında polis barış gücünün rolü ve etkisi: Haiti-Kosova misyonu karşılaştırması

Abstract

Dünya genelinde farklı bölgelerde ortaya çıkan krizlerin yaygınlaşması, uluslararası barış ve istikrarı tehdit etmesi üzerine Birleşmiş Milletler (BM), bir takım tedbirler uygulamaya başlamıştır. BM Kurucu Antlaşması’nda açıkça yer verilmemesine rağmen özellikle 1990’lı yılların ikinci yarısından itibaren Barışı Koruma Operasyonları (BKO) sıklıkla uygulanan bir yöntem olmuştur. Tezimizde son dönemde başvurulan BKO’lardan çatışmanın kaynakları açısından birbirinden farklı Haiti ve Kosova örnekleri ele alınarak analiz edilecektir. Çalışmanın kavramsal yapısı ortaya konulduktan sonra, BM’nin yapısı, BKO’ların kurulması ve bu operasyonlar ile birlikte literatüre giren kavramlar açıklanacaktır. Ayrıca çalışmamızda BKO’ların başarısının değerlendirilmesi için kullanılacak başarı ölçütleri açıklanmıştır. BM Haiti İstikrar Misyonu (United Nations Stabilization Mission in Haiti-MINUSTAH) ve BM Kosova Geçici Yönetim Misyonu (United Nations Interim Administration Mission in Kosovo-UNMIK) detaylı olarak incelenecek, misyonların yerel polis teşkilatlarının kurulup kapasitesinin geliştirilmesi ve suçlar üzerindeki etkisi konusundaki başarıları karşılaştırılacaktır. Tezin temel amacı MINUSTAH ve UNMIK misyonları örneğinde BM Barışı Koruma Operasyonları’nın barışın inşasındaki rolünü ve etkisini tespit etmektir. Bu bağlamda MINUSTAH ve UNMIK misyonlarının temel görev ve nitelikleri karşılaştırılarak, Polis Barış Güçleri’ndeki personel seçiminin görevin başarısına etkisi irdelenecektir.

The United Nations (UN) started to implement a number of measures after the spread of crises in different regions around the world and threatening international peace and stability. Despite the fact that it is not clearly mentioned in the UN Treaty, Peacekeeping Operations (PO) has been a frequently applied method, especially since the second half of the 1990s. In our thesis, a detailed analysis will be made by considering the examples of Haiti and Kosovo, which are different from each other in terms of the sources of the conflict, which are among the most recently applied POs. After revealing the conceptual structure of the study, the structure of the UN, the establishment of the POs and the concepts that entered the literature with these operations will be explained. In addition, success criteria to be used to evaluate the success of POs are explained in our study. The United Nations Stabilization Mission in Haiti (MINUSTAH) and the UN Interim Administration Mission in Kosovo (UNMIK) will be examined in detail, and the success of the missions in establishing the capacity of local police forces and their impact on crimes will be compared. The main purpose of the thesis is to determine the role and impact of UN Peacekeeping Operations in peacebuilding in the example of MINUSTAH and UNMIK missions. In this context, the main duties and qualifications of the MINUSTAH and UNMIK missions will be compared and the effect of the personnel selection in the Police Peace Forces on the success of the mission will be examined.
