Dış politika krizlerinin Türk-Rus ilişkilerine etkileri: Uçak krizi örneği

Abstract

Suriye İç Savaşı kapsamında Türkiye ile Rusya'yı karşı karşıya getiren en önemli olay 24 Kasım 2015 tarihinde meydana gelen uçak düşürme vakasıdır. Hatay Yayladağı mevkiinde bir Rus bombardıman uçağının Türk hava sahasını ihlal etmesi ve defalarca uyarılmasına rağmen uyarıları dikkate almayarak ihlale devam etmesinin sonucunda Türk Hava Kuvvetleri tarafından düşürülmesi neticesinde Türkiye ile Rusya arasında bir dış politika krizi başlamıştır. 1950'li yıllardan beri ilk defa NATO üyesi bir ülkenin Rus uçağını düşürmesi sebebiyle bu hadise Türk ve dünya basınında geniş yer bulmuş ve tedirginlik yaratmıştır. Kriz, Türk-Rus ilişkilerini derinden etkilemiştir. Krizin tamamen çözülmesi yaklaşık 8 ay sürmüştür. Krizi en az hasarla atlatabilmek için taraflar kendi pozisyonlarına göre farklı kriz yönetim tekniklerini benimsemişlerdir. Çalışmada, tarafların krizi yönetirken kullandığı teknikler incelenmiş ve krizin ikili ilişkiler üzerinde yarattığı etkiler değerlendirilmiştir. Çalışma, krizin patlak vermesine sebebiyet veren olayların ele alınması ve Uçak Krizi'nin kriz yönetimi açısından değerlendirilmesi noktasında önemli olacaktır.

The most important event that face off Turkey and Russia within the scope of the Syrian Civil War is the plane crash that took place on November 24, 2015. A foreign policy crisis started between Turkey and Russia in consequence a Russian bomber aircraft violated Turkish airspace in Hatay Yayladağı region and continued the violation despite being warned many times and then was shot down by the Turkish Air Force. As a NATO member country shot down a Russian plane for the first time since the 1950s, this incident took place widely in the Turkish and world press and caused uneasiness. The crisis has deeply affected Turkish-Russian relations. It last about 8 months the crisis to be completely resolved. In order to overcome the crisis with the least damage, the parties have adopted different crisis management techniques according to their own position. In the study, the techniques used by the parties in managing the crisis were examined and the effects of the crisis on bilateral relations were evaluated. The study will be important in terms of addressing the events that led to the outbreak of the crisis and evaluating the Fighter Jet Crisis in terms of crisis management.
