Türk tekstil sektörü inovasyon sistemi için ölçüm kriterlerinin belirlenerek bir model önerilmesi

Abstract

Tüm sektörlerin farklı bir inovasyon ekosistemine ve bu sistemi oluşturacak farklı politikalara ihtiyaç duyduğu fikrinden yola çıkarak, ilaveten farklı ülkelerde aynı sektöre ait inovasyon sistemlerinin farklı yapılanmış olduğunu gözlemleyerek, Türkiye'deki en önemli sektörlerden biri kabul edilen tekstil sektörünü için uygun bir sektörel inovasyon sisteminin inşa edilmesi bir zorunluluktur. Bununla da kalmayıp sistemin etkin bir şekilde yönetilmesi için ölçüm sistemleri geliştirilmeli ve standart inovasyon ölçüm parametrelerinin yanında sektöre özel ne tarz parametrelere ihtiyaç duyulacağı belirlenmelidir. Bu çalışmanın amacı Türk tekstil sektörü için uygun modelin oluşturulması, modelin değerlendirilmesine yönelik kriterlerin belirlenmesi ve sektöre özel belirleyicilerin de dahil edilmesiyle verimli bir ölçüm metoduna ulaşılmasıdır.

All sectors have different innovation systems, and they need specialized policies for evolvement. By observing that the same sector in different countries is structured different innovation systems, the construction of an appropriate sectoral system of innovation is necessary for the textile sector, one of Turkey's most critical sectors. In order to manage the system effectively, measurement systems must be developed, and it is necessary to determine what industry-specific parameters will be needed, as well as standard innovation measurement parameters. This study aims to propose a suitable model for the Turkish textile sector, determine the criteria for evaluating the model, and achieve an efficient measurement method including sector-specific and nation-specific determinants.
