Türkiye’de akıllı şehir uygulamalarına bakış: Esenler akıllı belediye uygulamaları ve nar inovasyon bölgesi örneği

Abstract

Kentlerde, ulaşım, su, enerji, çevre, sağlık ve güvenlik gibi alanlarda birçok sorun, hızlı nüfus artışıyla beraber kamu yönetiminin gündemine girmektedir. Gündeme gelen bu sorunlar, kentlerdeki sosyal ve ekonomik hayatı olumsuz yönde etkilemektedir. Kamu hizmetlerinin iyileştirilmesine, vatandaşların yaşam kalitelerinin artırılmasına ve şehirlerde karşılaşılan sorunların çözülmesine yönelik bilgi ve iletişim teknolojileri (BİT) yardımıyla önemli katkılar sağlanabilmektedir. Bu bağlamda, teknolojik uygulamaların, kentsel sistemleri oluşturan, toplumsal hayatı kolaylaştıran ve yaşam kalitesini artıran çözüm arayışlarının merkezine yerleşmesiyle akıllı şehir kavramı meydana gelmiştir. Akıllı şehir, bilişim teknolojileri ile şehir kaynaklarının ve varlıklarının entegre edilmesini kavramlaştıran bir kentsel gelişim vizyonudur. Akıllı şehir projelerinin geliştirilmesinde ana aktör yerel yönetimlerdir. Kentin akıllı planlarını ilgilendiren programların kent çapında uygulanmasında her yerde ilk hareket eden belediyeler olmuştur. Belediyeler akıllı şehir stratejilerinin, yol haritalarının düzenlenmesi, projelerin uygulanması, vizyon ve misyonlarının geliştirilmesi açısından önem arz etmektedir. Günümüz şartlarında, belediyeler akıllı şehir uygulamaları için hem yönetici hem koruyucu hem de çözüm sağlayıcı konumunda durmaktadır. Bu misyonun sonucu olarak, “akıllı yönetim uygulamaları” ile vizyon oluşturan belediye yönetimleri çalışmada “akıllı belediye” adıyla nitelendirilmektedir. Türkiye nüfusunun çoğunluğu il ve ilçe merkezlerinde yaşamaktadır. Bu durum kentleşme sürecinin Türkiye’de hızla artmasını beraberinde getirmektedir. Bu sebeple, yaşlanan altyapının dönüşümü, artan ve çeşitlenen hizmet beklentileri gibi sorunlar belediyeleri, kaynakları koordine etmek, şehirlerindeki verileri analiz etmek ve sorunları öngörmek için daha etkili olabilecek bir yönetim arayışına yönlendirmektedir. Bu bilgiler ışığında yapılan bu çalışmada, Türkiye’de “akıllı belediyeler”in, şehir yaşamı ile ilgili sorunlarla baş edebilecek akıllı çözümleri yönetimlerine entegre edebilme konusundaki uyumu İstanbul Esenler İlçe Belediyesi NAR İnovasyon Bölgesi özelinde dış faktör analizi ile incelenmiştir.

In cities, many problems in areas such as transportation, water, energy, environment, health and security are on the agenda of public administration with the rapid population growth. These problems, which are on the agenda, negatively affect the social and economic life of cities. Important contributions can be made with the help of information and communication technologies (ICT) for improving public services, increasing the quality of life of citizens and solving problems encountered in cities. In this context, the concept of smart city has emerged as technological applications have become the center of the search for solutions that create urban systems, facilitate social life and increase the quality of life. The smart city is a vision of urban development that conceptualizes the integration of information technologies and city resources and assets. Local governments are the main actors in the development of smart city projects. In the implementation of the programs related to the smart plans of the city throughout the city, the municipalities were the first to act everywhere. Municipalities are important in terms of organizing smart city strategies, road maps, realizing projects, and developing their vision and mission. In today's conditions, municipalities are both managers, protectors and solution providers for smart city applications. As a result of this mission, municipal governments that create a vision with "smart management practices" are defined as "smart municipalities" in the study. The majority of Turkey's population lives in provincial and district centers. This situation brings along the rapid increase in the urbanization process in Turkey. Therefore, problems such as the transformation of aging infrastructure and increasing and diversifying service expectations lead municipalities to seek more effective management to coordinate resources, analyze data in their cities and predict problems. In the light of this information, in this study, the suitability of "smart municipalities" in Turkey in integrating smart solutions that can deal with problems related to city life in their management will be examined by external factor analysis in the case of Istanbul Esenler NAR Innovation District.
