Hayvancılığa yönelik yapılan kalkınma ve yayım çalışmalarının genel bir değerlendirmesi: Van ili örneği

Abstract

Hayvancılık sektörü istenen düzeyde değildir. Özellikle Doğu Anadolu bölgesinde halkın büyük çoğunluğunun ana geçim kaynağı hayvancılıktır. Bir yandan hayvancılığın içinde bulunduğu sorunlara çözüm yolları bulmak ve bir yandan da bölgeler arası kalkınma farklılıklarını azaltmak ve hayvancılığı geliştirmek amacıyla bölgede kalkınma ve yayım çalışmalarına öncelik verilmektedir. Van ilindeki üreticilerin ana geçim kaynağı büyük ölçüde hayvancılıktır. Hayvancılığın içinde bulunduğu sorunların çözülmesi ve üreticilerin yeni teknik ve uygulamalar konusunda bilgilendirilmesi yayım ve kalkınma çalışmaları ile olasıdır. Çalışmamızın başlıca amacı, Van ilinde hayvancılığa yönelik yapılan kırsal kalkınma ve yayım çalışmalarının, hayvancılığın gelişmesine yaptığı katkıların genel bir değerlendirmesini yapmaktır. Bu kapsamda, Tarım ve Köy İşleri Bakanlığı (TKB) tarafından hayvancılığa yönelik yapılan yayım çalışmaları ve ilde hayvancılığa yönelik yapılan (TKB), TÜBİTAK ve Avrupa Birliği (AB) ile Devlet Planlama Teşkilatı (DPT) tarafından desteklenen projeler ile Doğu Anadolu Kalkınma Programı (DAKP) çerçevesinde yapılan projeler ele alınmış ve irdelenmiştir. İlde hayvancılığa yönelik TKB tarafından 7, TÜBİTAK tarafından 3, AB ve DPT tarafından 56 olmak üzere toplam 66 proje yapılmıştır. TKB tarafından hayvancılığa yönelik 12 konuda toplam 204 toplantı yapılmıştır.

The livestock sector in Turkey is not at a desired level. Specifically in the Eastern Anatolia, the majority of population earns their living from this sector. In order to develop solutions for the livestock sector and to alleviate the economic disparities between the regions of the country, development and extension programmers are being given priority in Eastern Anatolia. The main source of income for producers in the Van region comes from the livestock sector. The solutions for the problems faced by the sector and the acquisition of new techniques and application are possible trough extension and development studies. The main goal of our study is to provide an overall evaluation of contribution of rural development and extension activities to the development of livestock sector in the province of Van. In this context, the extension studies undertaken towards the improvement of livestock sector by the Ministry of Agriculture and Rural Affairs (TKB), as well as studies undertaken by other organizations such an TUBITAK, European Union (AB) and State Planning Department (DPT); together with the studies undertaken within the Eastern Anatolia Development Program (DAKP) are reviewed and evaluated. There has been 7 projects undertaken by TKB, 3 projects by TUBITAK, 56 projects by DPT (66 projects in total) in the province of Van. TKB has organized 204 meetings in the province with 12 different topics related to livestock sector.
