dc.description.abstract | Bu çalışmada, Yemen’in farklı siyasi, ekonomik ve sosyal faktörler ile dış etkenler nedeniyle istikrarı sağlamakta karşılaştığı zorluklar ele alınmaktadır. Yemen’deki çatışmalar, istikrarın sağlanmasının önünde engeller yarattığı gibi, iktidar için mücadele eden yeni bir siyasi elit de yaratmıştır. Yemen, siyasi istikrar sorununu çözmek için yerel yönetim, adem-i merkeziyetçilik ve federasyon gibi farklı seçenekleri dikkate almıştır. Bu kavramlar, barışı sağlamak ve istikrarı korumak için bir araç olarak çatışmanın sonucunda gelişmiştir. Siyasi elitler arasındaki iktidar mücadelesinin yerel yönetim fikrinin ortaya çıkmasına neden olduğu ve Yemen’in merkezî olmayan bir sistem hâline gelmesine yönelik gelişimin, muhalefet ve rejim arasındaki siyasi çatışmaların ardından gerçekleştiği görülmektedir. Yemen Ulusal Diyalog Konferansı’ndan sonra Güney Meselesi ve Sadah Krizi için tek çözüm olarak federalizmi benimsenmiştir. Bu çalışmada, Yemen’deki siyasi istikrar ile federalizm arasındaki ilişki ve federalizmin Yemen’deki çatışma sürecinde nasıl geliştiği tartışılmaktadır. Sonuç olarak bu konuda farklı görüşlerin olduğu görülmektedir. Federalizm, ayrılıkçı talepleri artırarak bölünmüşlüğü derinleştirebilmekte; barış ve toplumsal birliği sağlama amacından uzaklaşabilmektedir. Bu yüzden federalizmin Yemen’de kesin çözüm yolu olmadığı şeklinde bir sonuca varılabilir. | tr_TR |
dc.description.abstract | In this study, the challenges faced by Yemen in achieving stability due to various political, economic, and social factors as well as external influences are discussed. The conflicts in Yemen have created obstacles to establishing stability and have also given rise to a new political elite struggling for power. Yemen has considered different options such as local governance, decentralization, and federalism to address the issue of political stability. These concepts have emerged as tools to achieve peace and maintain stability as a result of the conflict. It is observed that the power struggle among political elites has led to the emergence of the idea of local governance and the transformation of Yemen into a decentralized system following political conflicts between the opposition and the regime. After the Yemen National Dialogue Conference, federalism has been adopted as the sole solution for the Southern Issue and the Saada Crisis. This study discusses the relationship between political stability and federalism in Yemen and how federalism has evolved in the conflict process. As a result, it is evident that there are different opinions on this matter. Federalism can deepen divisions by increasing separatist demands and move away from the goal of achieving peace and social cohesion. Therefore, it can be concluded that federalism is not a definite solution for Yemen. | en_US |
