Küçük ölçekli dokuma işletmelerinde kısmi modernizasyonun üretim maliyetlerine etkisi üzerine bir araştırma

Abstract

Türkiye Tekstil Sektörünün önemli merkezlerinden biri olan Bursa'da dokumacılık uzun, yıllardır, gelenekselleşmiş aile işyeri niteliğindeki küçük ölçekli işletmelerde yaygın olarak yapılmaktadır. Bu işletmeler organize olmamış sanayi kesimini oluşturur. Küçük ölçekli dokuma işletmelerinde genelde otomatik olmayan çok ilkel mekikli tezgahlar kullanılır. Bugünün teknik ve ekonomik koşulları altında modern otomatik tezgahlara karşı rekabet şansları azalan küçük işletmeler hammadde ve temel altyapı hizmetler inin temininde de güçlükler çekmektedirler. Küçük ölçekli dokuma işletmelerinin genel durumu ve sorunlarını belirlemek için bir tarama anketi yapılmıştır. Anket sonuçlarının değerlendirilmesi ile bu işletmelerin teknolojik düzeyleri, varolan olanakları ve organizasyon anlayışları saptanmıştır. Model bir küçük işletme oluşturulmuş ve yerli mekikli, otomatik mekikli, teleskopik hava jetli ve esnek kancalı tezgahlar kullanılarak astarlık, gömleklik ve emprimelik kumaş dokunması durumunda birim kumaş maliyeti ve toplam verimlilik değerleri hesaplanmıştır. En düşük üretim maliyeti tüm kumaş tipleri için de teleskopik hava jetli tezgah ile elde edilmiştir. Yatırım bedelleri çok düşük olan kara tezgahların sermaye verimliliği diğer tiplere göre oldukça yüksek ancak işgücü verimlilikleri ise oldukça düşük bulunmuştur. Küçük ölçekli dokuma işletmelerine uygulanabilecek modernizasyon olanakları; makina parkının yenilenmesi, işletme binasının iyileştirilmesi, iş ve yönetim anlayışının yenilenmesi ve küçük ölçekli işletmeleri destekleyici düzenlemelerin yapılması başlıkları altında tartışılmıştır.

The weaving of fabrics in Bursa which is one of the most important textile center of Türkiye, has been being carried out for many many years. This industrial occupation has been spreadingly achieved at small-scale weaving enterprises which are mostly typical of traditional family establishments. These enterprises represent the unorganized section of the industry. In general, locally-made shuttle looms are used in the small-scale weaving workshops. The small-scale enterprises whose chances of competition against modern automatic looms have already been weakened in regard of today's technological and economical conditions, also faces difficulties in obtaining raw materials and basic foundational facilities. A survey was carried out to identify the general profile and common problems of the small-scale weaving enterprises.With the evaluation of the survey results, the technological level, existing facilities and organizational understanding of these workshops have been determined. A model weaving shed which represents small-scale workshops was established. The values of total productivity and cost of fabric production were separately calculated for lining, shirting and printer type fabrics in the individual cases of using Local shuttle looms, automatic shuttle looms, telescopic air jet looms and flexible rapier looms at the model shed. The lowest production cost for all types of fabrics is achieved with the telescopic air jet looms. However, the capital productivity of local shuttle loom which has a very low investment cost, appears to be higher than other types whereas the labour productivity is the lowest of all. The potential modernization possibilities of small-scale enterprises were discussed under the headings of the replacement of outdated machinery; of the improvement of building amenities; of the modification of planning and organization methods and of the introduction of new schemes to support small-scale enterprises.
