DİSK örneğinde Türkiye'de sendika ve siyaset ilişkisi

Abstract

Sendikaların birer baskı grubu olmaları ve işçi sınıfının tüm ekonomik ve sosyal çıkarlarının siyasetten bağımsız düşünülememesi sendika-siyaset ilişkisini kaçınılmaz ve zorunlu kılmıştır. Bu ilişkiden dolayı sendikalar ve siyasi partiler sürekli iletişim ve etkileşim içinde olmuşlar ve birbirleriyle mücadele etmişlerdir. Sendikaların hükümetlere, siyasi partilere ve devlete karşı tutumlarında ideolojileri belirleyici olmuş, bu bağlamda sendikalar ideolojileri doğrultusunda farklı mücadele alanları ve yöntemleri geliştirmişlerdir. Sendikal hareketin doğuşu ve gelişimi süreci ele alındığında sendikalar birçok ülkede siyasette belirleyici roller üstlenmiş ve kapitalist sistemi tehdit eder hale gelmişleridir. Türkiye'de sendikal hareketin gelişim sürecine bakıldığında, toplu sözleşme ile sınırlı sendikacılığa karşı ``sınıf'' ve ``kitle'' sendikacılığını ve siyasal mücadeleyi ön plana çıkaran sendikacılık anlayışıyla DİSK, işçi sınıfı mücadelesine önemli katkılarda bulunmuştur.Bu çalışmada DİSK'in hem Türkiye sendikal hareketine hem de işçi sınıfının siyasallaşmasına ve sınıf bilincinin oluşmasına sağladığı katkılar ideolojik ve pratik boyutlarıyla incelenmiştir. Çalışmada, kuruluşundan 1980 Askeri Müdahalesine kadar, Türkiye'de siyasete ve sendikal harekete damgasını vuran DİSK'in, siyasetle ve siyasi partilerle olan bağı ayrıntılı bir biçimde incelenmiş, ayrıca 1980 sonrası yaşadığı değişim ve güç kaybının nedenleri ortaya konulmaya çalışılmıştır.

Trade unions becoming a pressure group and all of the economical and social benefits of working class not be thought independent from politics make the relations between politics and trade unions inevitable and compulsory.As a result of this relationship trade unions and political parties always be in relation and interaction wit each other.Trade Unions ideologies has been decisive in the attitudes of Trade Unions against the governments , political parties and the state, in accordance with this Trade Unions developed different struggle areas and ways according to their ideologies.When the rise and development process of trade unions is discussed , trade unions have taken characteristic roles in lots of countries and began to threaten capitalist system.As the devolopment process of trade unions movement is observed, DİSK has contributed a lot to the struggle of working class through its understanding which put forwards `class? and ` mass ` unionism against trade unionism limited with collective bargaining.In this article , contributions of DİSK both to the Trade Union movement in Turkey and to politicizing of working class people and creating class consciousness amoung working class,are examined through ideological and practical aspects.In this study, the connection between politics , political parties and DİSK, which had an effective role in politics and trade union movement in Turkey from its foundation until 1980 military intervention,is examined in detail, and ,moreover, the reasons of the change it has undergone after 1980 and reasons of its power loss are tried to be displayed.
