5510 sayılı yasa kapsamında yürürlüğe giren genel sağlık sigortası ve uygulanmasından doğabilecek muhtemel sorunlar

Abstract

Ülkemizde sağlık sektöründe son yıllarda yaşanan, örgütlenme ve finansman yetersizliği, hizmet kalitesinin yeterli olmaması ve koruyucu sağlık hizmetlerinin yeterli düzeyde olmaması gibi sorunların giderilmesi amacıyla, sağlık sektöründe köklü değişiklikler öngören Sağlıkta Dönüşüm Programı çerçevesinde, 5510 sayılı ?Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu hazırlanmış ve söz konusu Kanun 31 Mayıs 2006 tarihinde kabul edilerek, 16 Haziran 2006 tarihli Resmi Gazete'de yayımlanmıştır. Yapılan bu düzenleme ile başta finansman sorunu olmak üzere, mevcut sağlık sistemi sorunlarına çözüm getirmesi amacıyla Genel Sağlık Sigortası modeli ortaya konulmuştur. Bu model, toplumun tüm fertlerinin ortaya çıkan hastalık riskine karşı sağlık hizmetlerinden eşit ve etkin bir şekilde faydalanmasını amaçlamaktadır. Bu çalışmada, Sosyal Güvenlik Reformu'nun en önemli bileşenlerinden birini oluşturan Genel Sağlık Sigortası ele alınmıştır. Bu doğrultuda 5510 sayılı Kanun'un Genel Sağlık Sigortası'na ilişkin hükümleri değerlendirilmiş ve uygulanmasında ortaya çıkan ve çıkması muhtemel sorunlar ele alınmıştır. Elde edilen bilgiler ışığında, Genel Sağlık Sigortası'nın uygulanmasında kapsam, örgütlenme, uygulama ve finansman açısından bazı sorunlar tespit edilmiş ve bu çerçevede öneriler sunulmaya çalışılmıştır.

In recent years, our country in health sector have problems because of insuffiency of organization, finance, service quality and preventive health services, to solve the problems in these areas, fundamental changes are anticipated health transformation programme, 5510 numbered social insurance and general health insurance law has been prepared in question law was accepted on 31st May 2006 and it was published on official newspaper on 16th June 2006.With this arrangement, financial problems to be the basic, present health system problems were aimed to solve these problems.General Health insurance model was put forward. This model aims societys all individuals to use the health services equally and effectively for appearing illness risks.In this study, social security reforms, one of the most important components, general health insurance was taken up. In this direction, 5510 numbered Laws rules for general health insurance were evaluated and appearing probable problems in practice were taken up.With the help of obtained information, some problems related with extent, finance, practice and organization were fixed and suggestions related with these areas were tried to be presented.
