Bir barış inşa tekniği olarak toplumlar arası diplomasi

Abstract

Savaşların ne kadar yıkıcı ve kaçınılmaz olabileceğine dair söylenmiş sözlerden birisi Einstein’a atfedilir. Einstein; ‘‘Üçüncü Dünya Savaşında hangi silahlar kullanılacak bilmiyorum ama Dördüncü Dünya Savaşı taş ve sopa ile yapılacak’’ der. Şu an adına Üçüncü Dünya Savaşı demiyor olsak bile dünyanın, kuzey-güney, doğu-batı farketmezsizin, her köşesinde bir çatışma yaşanıyor. Bu durum barışı tesis etmeyi her zamankinden daha önemli kılıyor. Barış bu kadar önemli iken barış için gösterilen her çaba elbette bu amaca hizmet eden bir kilometre taşı olacaktır. Bu çalışma çatışan toplumların, toplumsal mutabakatlarına katkı sağlanıp, ortak gelecek inşa edilebileceğini iddia eden bir yaklaşıma dairdir. Toplumlar Arası Diplomasi adı verilen bu yaklaşım ile çatışma çözümü alanında mikro seviyede bireyden makro seviyede topluma barışçıl bir dönüşüm hedeflenmektedir. Bu çalışma, Toplumlar Arası Diplomasi bu hedefi ulaşılabilir kılar mı? Barışçıl yönde toplumsal değişim diyalog yolu ile gerçekleşebilir mi? En etkin ve en verimli sonuçlara ulaşmak için Toplumlar Arası Diplomasinin kullandığı metotlarda izlenilmesi özellikle önemli olan adımlar nelerdir? gibi soruların cevapları aranmış ve ikincil kaynaklar üzerinden yapılan çalışmalarla konu irdelenmiştir.

One of the quotes on how catastrophic the wars can be is cited to Albert Einstein. Einstein mentions that “I don’t know which weapons will be used in World War Three, however, World War Four will be conducted with stones and sticks.” Even though we currently don’t call it World War Three, a conflict takes place in every corner of the world regardless of North or South, East or West. This situation requires us to facilitate the peace much more than ever. Just because of the fact that peace has been so crucial, all of the steps taken for the purpose of peace will be a milestone in this effort. This work contributes to the approach which defends that when the fighting societies are supported, their social agreement will be boosted and common future will be built. A peaceful transformation from the individual in micro level to society in macro level in the domain of conflict resolution is aimed with this approach called Second Track Diplomacy. This work has sought for the answers of these questions: “Is Second Track Diplomacy able to make this aim achievable? Can peaceful change in the society be accomplished with dialog method? What are the particularly significant steps of the methods employed in Second Track Diplomacy to reach the most efficient outcomes?” and the issue has been analyzed with the help of secondary sources.
