Türkiye'de kamu sosyal refah harcamalarının insani kalkınma üzerindeki etkileri

Abstract

Bu çalışmanın amacı Türkiye'deki kamu sosyal refah harcamalarının insani kalkınma üzerindeki etkilerini ortaya koymaktır. Bu amaca yönelik olarak çalışma, üç bölümde ele alınmıştır. Birinci bölümde insani kalkınma, devlet ve kamu sosyal refah harcamaları üzerine kavramsal ve kuramsal çerçeve ele alınmıştır. İkincide kamu sosyal refah harcamaları ve insani kalkınmanın Türkiye'deki gelişimi ve yeri OECD ülkeleri ile karşılaştırmalı olarak ortaya koyulmuştur. Üçüncü bölümde ise, Türkiye'de kamu sosyal refah harcamaları ve insani kalkınma arasındaki ilişki 1990-2013 yılları arasındaki veriler dikkate alınarak ekonometrik analiz çalışması ile incelenmiştir. Elde edilen bulgular, çalışmanın amacı doğrultusunda değerlendirilmiş ve genel sonuca olan katkısı açıklanmıştır. Bu kapsamda eğitim ve sağlık harcaması değişkenlerinden oluşan Türkiye'deki kamu sosyal refah harcamaları bileşeni ile dört farklı değişkenden oluşan insani kalkınma bileşeni arasında yapılan regresyon analizi, koentegrasyon analizi iz ve maksimum testi sonuçlarına göre uzun dönemli bir ilişki tespit edilmiştir.

The aim of this study is to reveal the effects of public social welfare expenditures on humanistic development in Turkey. For this purpose, the study was discussed in three sections.In the first section, human development, state and public social welfare expenditures werediscussed under the framework of conceptional and notional. In the second, improvement in human development and public social welfare expenditures and human development in Turkeywas compared with OECD countries. In the third section, the relation between public social welfare expenditures and human development was investigated by econometric analysis with taking into account the data between 1990-2013. Obtained findings were evaluated at the direction of this study's aim and explained its contribution to the general result. Within this context, it was identified that there is a long run relation between human development component which consists of four different variables and public social welfare expenditureswhich consist of education and health expenditure variables, according to results of regression analysis and co-integration analysis trace and max-eigen tests were done.
