Sağlık hizmeti ihracatı ve Türkiye örneği

Abstract

1990’lı yıllar ile birlikte ülkelerin dışa açılımı hızlandığı için, uluslararası hizmet ticareti ekonomide etkin şekilde, yerini almıştır. Sağlık hizmetinin uluslararası arenada bulunması, sağlık hizmetlerinin gelişmesini ve yüksek döviz girdisi sayesinde cari açığın finanse edilmesini sağlamaktadır. Bu nedenle sektör ödemeler bilançosunda yer alan bir hizmet kalemidir. Ayrıca sağlık hizmeti ihracatı diğer hizmet sektörlerinin gelişmesine yardımcı olmaktadır. Bu bağlamda söz konusu alan katma değer yaratan bir sektör olarak karşımıza çıkmaktadır. Bunun dışında sağlık hizmeti ihracatının, yarattığı birçok sorun bulunmaktadır. Bu bağlamda tez çalışmamızın amacı, uluslararası iktisatta yer alan, sağlık hizmeti ihracatının temelini oluşturan sağlık hizmetinin teorik olarak anlaşılması ve sektörden doğabilecek sorunların etik çerçevede değerlendirilmesidir. Bunun yanı sıra Türkiye’deki sağlık hizmetinin, sağlık hizmeti ihracatına uygunluğu incelenmiştir. Teoride sıkça vurgulanan Türkiye’de sağlık hizmeti ihracatı gelirinin cari açığı etkileyebileceği durumu, ampirik olarak test edilmiştir. Ayrıca 2002:Q1-2019:Q4 dönemi için turizm gelirleri, hizmet giderleri ile reel döviz kuru ve ekonomik büyüme analize dahil edilmiştir. Lee-Strazicich yapısal kırılmalı birim kök testi, Vektör Otoregresyon Model ve Johansen Eşbütünleşme Testi yardımıyla elde edilen sonuçlara göre, sağlık hizmeti ihracatı cari açığı düşük bir oranda etkilemektedir. Ayrıca seriler arasında uzun dönemli bir ilişki olduğu tespit edilmiştir.

Since the openning economies of countries accelerated in the 1990s, international service trade effectively took its place in the economy. The presence of health services in the international arena has provided the development of health services and financing the current account deficit thanks to high foreign exchange inflows. Therefore, it is a service item in the balance of payments. In addition, export of health service has helped the development of other service sectors. In this context, the field in question has emerged as a sector that creates added value. Moreover, there are many problems created by the healthcare export. In this context, the aim of the thesis is to understand the health service, which is the basis of healthcare export and to evaluate the problems that may arise from the sector in an ethical framework. In addition, the suitability of health services in Turkey for healthcare export has been examined. The healthcare export income can also affect the current account deficit in Turkey has frequently emphasized in theory. In the thesis it was tested empirically. In the period 2002:Q1-2019:Q4 analysis was applied by including tourism revenues, service imports, real exchange rate and economic growth. According to the results obtained using Lee-Strazich structural break unit root test, Vector Autoregression Model and Johansen Cointegration Test, export of health services has affected the current account deficit by low rate. In addition, it has been determined that there is a long-term relationship between the series.
