Türkiye'de gölge ekonominin büyüklüğü ve gelişimi

Abstract

Türkiye'de ve dünyada 1970'li yıllardan itibaren giderek artan gölge ekonomi olgusu nedenleri, sonuçları ve işleyişi incelendiğinde oldukça karmaşık bir yapıya sahiptir. Gerek Türkiye ekonomisi gerekse diğer ülke deneyimleri incelendiğinde gölge ekonominin nedenlerinin açık olarak belirlenmesi ve kayıt altına alınması gerekliliği ortaya çıkmaktadır.Gölge ekonominin genişlemesi nedeni ile; çalışanlar sosyal güvenlik haklarından yoksun kalmakta, vergi gelirleri düşmekte, kamu açıkları büyümekte ve kayıtlı ekonomi ile bir haksız rekabet ortamı oluşturulmaktadır. Gölge ekonominin sürekli olarak gündemde tutulmasının ve gölge ekonomi sorununun önlenmesi amacı ile türetilen çözüm önerilerinin en önemli amacı, ülke ekonomisinin olumsuz şartlardan arınmasıdır.Gölge ekonominin ölçülmesi doğası gereği zor olmakla beraber, tahminlenmesine yönelik çeşitli yöntemler geliştirilmiştir. Doğrudan ve dolaylı yöntemler olmak üzere iki ana başlıkta toplanan bu yöntemlerle yapılan tüm değerlendirmeler ülkemizde gölge ekonominin artış trendi gösterdiğini ortaya koymaktadır.Gölge ekonominin doğru ve güvenilir tahminlerinin yaratılması, gölge ekonomiye sebep olan ve gelişimine etki eden faktörlerin kendi aralarındaki ilişkileri de dikkate alınarak bir bütün şeklinde ortaya konulmasına bağlıdır. Gölge ekonominin sebeplerine ilişkin yapılacak doğru tespitler, mücadelede izlenecek yol açısından temel oluşturacağından kayıt dışı ekonomi analizlerinde önemli bir paya sahiptir. Ancak gölge ekonominin doğru tahminlenebilmesi durumunda, toplumda sosyal bunalımlar yaratılmaksızın sağlıklı ekonomi politikaları belirlenebilecek ve kamu kaynaklarının etkin ve verimli kullanımı sağlanabilecektir.

The shadow economy which is an increasing event in Turkey and in the world, has a complex structure if its reasons, consequences and working is investigated. The need for the clear determination of the reasons of shadow economy and the need for the registering into official economy is come out if experiences of both Turkey and the other countries are investigated.Because of the expansion of shadow economy; workers are deprieved of their social security rights, tax income decreases, budget deficit increases and there is an unjustly competition is constructing among official and unofficial economy. The aim of the solutions which are derived to solve shadow economy problem is to purify the country?s economy from the negative conditions.As is well known, because of the very nature of it, it is difficult measuring shadow economy. Although this is the case, various scientific methods were developed to estimate the size of it. All of the work based on the direct or indirect estimation methods show that shadow economy is in an increasing trend in Turkey.To be able to obtain correct and reliable estimates of the size of the shadow economy, it is necessary to consider interrelationships amongst all the factors which causes and helps growth of the shadow economy. The causes of economy economy must be understood and determined correctly, since the measures that will be taken to reduce it have of course to be chosen according to them. To be able have strong, effective and healthy economic policies and to apply them without causing social crises depends throughly on the correct estimation of the size of the shadow economy.
