Mesleki ve Teknik Öğretim Dergisinin 1960-1965 dönemi içerik incelemesi

Abstract

Geçmiş dönemdeki olayları ve yaşanan gelişmeleri incelemek için süreli yayınlar önemli araçlardır. Dergiler, yayımlandıkları dönemlerdeki gündemi genel hatları ile yansıtabilmektedir. Bu çalışmada daha önce lisansüstü tezlere konu olmamış 1953-1982 yılları arasında aylık olarak yayımlanan Meslekî ve Teknik Öğretim dergisinin 1960-1965 yılları arasında yayımlanan sayıları incelenmiştir. Çalışmanın bu beş yıllık süreci ele almasındaki temel neden, yıl aralığını daraltıp daha net bilgiler sunabilmektir. Seçilen dönemde dergi, kuruluş sürecini tamamlamış olup yayın hayatında önem teşkil etmeye başlamıştır. Bu süreçte 27 Mayıs askeri darbesi gerçekleşmiş, iktidar değişmiş, toplumu etkileyen önemli olaylar meydana gelmiştir. Dolayısıyla Türkiye’nin içerisinde bulunduğu siyasi atmosfer, derginin yayın politikasını az da olsa etkilemiştir. Çalışmada konu bütünlüğünün sağlanması için ilk olarak mesleki ve teknik öğretim genel hatları ile açıklanmış, günümüz mesleki ve teknik öğretiminin temellerinin kavranması amacıyla Osmanlı Devleti’ndeki çalışmalara değinilmiştir. Daha sonra; Türkiye’deki mesleki ve teknik öğretim ile ilgili çalışmalar, açılan okul ve kurumlar, okulların gerçekleştirdiği faaliyetler, eğitim programları, amaç ve hedefleri ve bunların zaman içerisindeki değişimleri hakkında bilgiler verilerek Mesleki ve Teknik Öğretim Dergisi detaylı olarak ele alınmıştır. Dergideki yazılar konu konu tasnif edilmiş ve incelenerek derginin konu profili oluşturulmuş, derginin yazar kadrosu ve öne çıkan konular değerlendirilmiştir. Çalışmada derginin kuruluşu, yayın politikası, Türk eğitim sistemine bakışı, katkıları, dönemin siyasi olaylarından nasıl etkilendiği ve bu olayların dergiye yansımaları incelenerek Meslekî ve Teknik Öğretim Dergisi’nin eğitim tarihimizdeki yeri ve öneminin kavranması amaçlanmıştır.

Periodicals are important tools that can provide a deeper understanding of past events and social developments. Journals can generally reflect the political agenda of the period in which they are published. In this study, the issues of the Vocational and Technical Education Journal published on a monthly basis by the Turkish Ministry of Education between the years of 1953 to1982, which have not been the subject of postgraduate theses before, have been analysed between the years 1960 and 1965. The main reason for the study to take place within this ten-year period is to narrow the range of years and present more accurate information. Also, during this period, the journal completed its establishment process and began to have significant value in its publications, taking into account that the May 27 Military Coup took place during this process. After this incident, the government changed and with it came a wave of transcendent events that heavily impacted Turkish society. In that regard, the national political atmosphere has influenced the policies and publication patterns of the journal. First of all, in order to ensure the integrity of the subject of study, vocational and technical education is explained in general terms. To understand the foundations of today's vocational and technical education, it is crucial to examine the studies during the Ottoman Empire, as well as the studies carried out during the Constitutional Period. Then, the journal itself is examined in detail by providing information on diverse studies pertinent to vocational and technical education in Turkey. It also deepens into the establishment of schools and other educational institutions, school activities and educational programs, as well as the aims and objectives and their evolution over time. In this restructuring development, the articles in the journal were divided and classified into topics, therefore, a subject profile and an evaluation process of its authors and prominent topics of the journal had to be created. Overall, this study aims to understand the relevance of the "Journal of Vocational and Technical Education" in Turkish history of education by providing a historical review from its early stages that examines the establishment of the journal, its publication policies, its political view and contributions to the Turkish education system, passing by how it was affected by the political events of the period, and the reflections of these events on the journal.
