Kentsel dönüşüm projesinin planlama ve kullanım açısından değerlendirilmesi Bursa Sular Vadisi Doğa Parkı örneği

Abstract

Bursa İli Yıldırım İlçesi Sular Vadisi Doğa Parkı'nın yapıldığı bölge, uzun yıllar süren göçler sonrasında gecekondu bölgesi haline gelmiştir. Şehir yetkilileri tarafından alınan dönüşüm kararı sonucunda bölge gecekondu mahallelerinden tamamen kurtulmuş ve rekreasyonel etkinlikler için bir dönüşüm sağlanmıştır. Bu tez çalışmasının amacı, şehrin tarihi merkezinin yakınında kurulan Sular Vadisi Doğa Parkı ve bu alanın kentsel dönüşüm bölgesi ve kentsel peyzaj planlama açısından değerlendirmesini yapmaktır. Araştırma ile Sular Vadisi Doğa Parkı Kentsel Dönüşüm alanında bulunan rekreatif kullanım bölgelerinin orada yaşayan kişilerin kullanım durumlarını belirleyerek, yapılan dönüşümün kentsel planlama açısından değerlendirilmesidir. Çalışmanın sonucunda Sular Vadisi Projesinin ideal geleceğini tanımlayan ve sadece planlama ve tasarım sürecinin temelini oluşturan hedefleri değil, kentin diğer bölgelerine yönelik planlama stratejileri ve dönüşüm projesinin uzun vadeli hedeflerinin net olarak tanımlanmadığı görülmüştür. Kentin ve ilçenin bütünü ile ele alınabilecek bir yaklaşımla dönüşüm çalışmasının yapıldığı ve ilişkili açık yeşil alan sisteminin planlaması hedefi olduğu görülmüştür. Yapılan çalışma kapsamında belirlenen hedefler arasında sosyolojik temelli rekreasyon gelişimine katkı sağlamak ve bölgenin yaşam standartlarının iyileştirilmesine yönelik, kent kimliği ile bütünleşen yaklaşımlar değerlendirilerek öneriler geliştirilmiştir.

The area where the Bursa Province Yıldırım District Sular Valley Nature Park was built has become a slum area after many years of migration. As a result of the transformation decision taken by the city authorities, the region was completely freed from the slums and a transformation was provided for recreational activities. The aim of this thesis is to evaluate the Sular Vadisi Nature Park, which was established near the historical center of the city, and this area in terms of urban transformation area and urban landscape planning. The purpose of the research is to evaluate the transformation in terms of urban planning by determining the use situations of the people living in the recreational use areas in the Sular Valley Nature Park Urban Transformation area. As a result of the study, it was seen that not only the goals that define the ideal future of the Sular Vadisi Project and form the basis of the planning and design process, but also the planning strategies for other parts of the city and the long-term goals of the transformation project are not clearly defined. It has been seen that the transformation work has been carried out with an approach that can be dealt with as a whole of the city and the district and it is the target of the planning of the associated open green space system. Among the objectives determined within the scope of the study, suggestions were developed by evaluating the approaches integrated with the urban identity, to contribute to the development of sociologically based recreation and to improve the living standards of the region.
