Emeklilik sistemi ve sağlık hizmetleri açısından sosyal güvenlik reformunun değerlendirilmesi

Abstract

Türk Sosyal Güvenlik Sistemi yaklaşık 60 yıllık bir geçmişe sahiptir. Bu geçen süre içinde dünyadaki ekonomik gelişmelerden çok sistemin işletilmesiyle ilgili hatalardan dolayı Türk Sosyal Güvenlik Sistemi tıkanma noktasına gelmiştir. Yapılmasının zorunlu olmasının toplumun tüm taraflarınca istisnasız kabul edildiği Türk Sosyal Güvenlik Reformu 1 Ekim 2008 tarihinde yürürlüğe girmiştir. Söz konusu reformla Türk Sosyal Güvenlik Sistemi’nin mevcut finansman sorununa çözüm bulunmasının yanı sıra kapsamı ve hizmet kalitesi açısından geliştirildiği iddia edilmektedir. Sosyal taraflara bakıldığında, işçi ve sağlık tarafını temsil edenlerin reforma karşı olduğu, işveren tarafının reformu desteklediği görülmektedir. Akademisyenler ise belirttikleri eksikliklerin düzeltilmesi halinde reformun başarıya ulaşacağını ifade etmektedirler. Reformun gerekçelerinde finansman sorununun çokça vurgulanması, Türk Sosyal Güvenlik Sistemi’nin IMF gibi uluslar arası finans kuruluşlarının istediği şekilde yeniden kurulduğu şüphelerini doğurmuştur. Emeklilik sisteminde 1999 yılından beri yapılan çalışmalar bu reformun altyapısını oluşturmuştur. Sağlık alanında ise genel sağlık sigortası primi ödeyen ve bunun yanında 18 yaşın altındaki herkesi kapsayan “Genel Sağlık Sigortası” sistemi kurulmuştur. Bu çalışmada Türk Sosyal Güvenlik Reformu’nun emeklilik sistemi emekliler, sağlık hizmetleri hizmet kullanıcıları dikkate alınarak incelenmiştir.

Turkish Social Security System has a past of about 60 years. During this period more than the worldwide economic developments because of the mistakes connected with its management Turkish Social Security System arrived at the point of congestion. Turkish Social Security Reform, execution of which accepted as a must without exception by all sides of the community, came into force on 1st October 2008. It is claimed that by the said reform besides the finding of a solution to the existing financial problem its coverage and service quality have been improved. On the other hand, academicians declare that if the deficiencies pointed out by them are rectified the reform will meet with success. A great deal of emphasis in the grounds of reform on its financial problem has arised the suspicion that Turkish Social Security System has been re-established as wanted by international organizations like the IMF. The works done in retirement system since the year 1999 have formed the foundation of this reform. In the sanitary field, a “General Health Insurance” system has been established covering everyone paying general health insurance premium and those under the age of 18. In this study, the retirement system of Turkish Social Security Reform has been surveyed taking into consideration pensioners, sanitary services, users of service.
