Yerel yönetimlerde halkın yönetime katılması ve Çankırı ili örneğinde bir alan araştırması

Abstract

Yüksek lisans tezi olarak hazırlanan bu çalışmada, yerel yönetimlerde halkın yönetime katılması konusu ele alınmış ve bu amaçla Çankırı ilinde bir alan araştırması yapılmıştır. Çalışmada yönetime katılma kavramının kavramsal çerçevesi çizilerek, yerel yönetimlerde halkın yönetime katılması konusu ele alınmıştır. Türkiye' de yerel yönetimlerin genel niteliği, yapısı ve sorunları üzerine bir inceleme yapılmış ve Türkiye'de yerel yönetimlerde halkın yönetime katılması konusu irdelenmiştir. Çalışma alan araştırmasına yönelik olarak varsayım oluşturabilmek amacıyla teori kısmı ile başlamış ve varsayımlar oluşturulmuştur. Çankırı ilinde yapılan alan araştırması neticesinde ortaya çıkan bulgular varsayımları destekler nitelikte olmuştur. Araştırma neticesinde ortaya çıkan sonuç, yerel yönetimlerin etkin kılınabilmesinin temel koşullarından birinin de halkın yerel yönetimlerin karar ve uygulama süreçlerine katılması ve bu yönüyle de ülkemizdeki yerel yönetimlerin yeniden yapılandırılmasının bir zorunluluk olarak görülmesidir. Halkın yerel yönetimlere katılmasının gerekliliği ve mevcut katılma düzeyinin çok yetersiz olduğu sürekli dile getirilmektedir. Bunun nedeni, büyük oranda sosyo-ekonomik koşullara bağlanmaktadır. Bunun yanı sıra yönetim yapısından, yöneticilerden ve yönetilenlerden kaynaklanan nedenler de katılma yönünde olumsuz etki yapmaktadır. Yerel yönetimlerin demokratik olma özellikleri halk katılımını zorunlu kılmaktadır. Fakat, ortaya çıkan tablo katılımın eksikliği ve dolayısıyla da demokratik niteliklerin yetersizliğidir.

In this work which is prepared for master thesis, the participation of people to government in local goverments is discussed and for this purpose a field search is performed in Çankırı. In this work the conceptual frame of participation to government was pictured, and the subjekt of participation of public to local governments is discussed. A search was performed about the general charecteristiks, structure and its problems of local governments in Turkey and the participation of people to government in local governments is handled in Turkey. The work begins with theoretic part to establish the respective hypothesis for the issue and the hypothesises were obtained. The results of the field search performed in Çankırı has supported the hypothesises. The result of the research is that one of the prerequisites to activate the local governments is to enable the public participate to the desicion-making procedures and implentation processes and besides all of these, considering the restructiralization of Turkey an a mandatory issue. The need for participation of public to local governments and the inadequacy of present attendance is continually discussed. The reason is mostly related with socioeconomic conditions. In addition to this, structure of governments, administrators and people have a neggative offect on the participation. The local governments democracy required the participation of public. But the final picture is the lack of attendance, and consequently, the insufficiency of democratic qualities.
