Türkiye'de sosyal devlet ve sosyal güvenlik hizmetlerinde değişim (Avrupa Birliği süreci açısından bir değerlendirme )

Abstract

Türkiye'de sosyal devlet ve sosyal güvenlik hizmetleri alanında gerçekleştirilen değişikliklerin Avrupa Birliği'ne aday bir ülke olarak tam üyeliğe ulaşmayı kolaylaştırıp kolaylaştırmayacağı bu çalışmanın amacını oluşturmaktadır. Çalışma üç bölümden oluşmaktadır. Birinci bölümde sosyal devlet ve refah devletinin tarihi gelişimi ele alınmış, refah devleti ile sosyal devlet arasındaki farklılıklar açıklanmaya çalışılmış, sosyal hizmetlerin dünyadaki gelişimi ele alınmıştır. İkinci bölümde ise Avrupa Birliği'nde sosyal devlet ve refah devletinin gelişimi, Avrupa'da sosyal güvenlik hizmetlerindeki değişim ve uygulamalar ele alınmış ve Avrupa Birliğinde bu hizmetlerin nasıl finanse edildiği, Almanya, İngiltere ve İsveç'te yapılan uygulamalar örnekleriyle açıklanmaya çalışılmıştır. Üçüncü ve son bölümde ise, Türkiye'de sosyal devletin ve sosyal güvenliğin gelişimi örnekleriyle açıklanmış, günümüzde bu alanda yapılan yasal düzenlemeler ve uygulamalar incelenerek Avrupa Birliği sürecindeki etkileri ele alınmıştır. Dünyada 1974 petrol krizi ile başlayan Neo-liberal uygulamalar sosyal devlet alanındaki gelişmeleri olumsuz yönde etkilemiş ve sosyal devletin altın çağının bitmesine neden olmuştur. Bunun yanında ise son yıllarda meydana gelen teknolojik gelişmeler ve yaşam standartlarının yükselmesi devletlerin sosyal harcamalarını tam olarak azaltmasına engel teşkil etmektedir. Sağlık alanında yaşanan gelişmeler ile insan ömrü uzamış ve emekli olanların maaş alma ve sağlık alanında yapılan hizmetlerden yararlanan insanların sayılarını artırmıştır. Artan bu harcamaların finansmanı ile ilgili olarak yeni politikalar ve uygulama alanları oluşmaya başlamıştır. Dünya'da yaşanan gelişmeler Türkiye'de sosyal devlet ve sosyal güvenlikte önemli yasal düzenlemeler ve değişikler meydana getirmiştir. Sosyal güvenlikte emeklilik yaşı yükseltilmiş ve emekli aylığı şartları ağırlaştırılmıştır. Devletin üç kurum adı altında sürdürdüğü sosyal güvenlik hizmetleri Sosyal Güvenlik Kurumu (SGK) adı ile tek çatı altında birleştirilmiştir. Bu birleşme sosyal güvenlik harcamalarında istenen ölçüde azalma meydana getirememiştir. Sosyal güvenliğin finansmanında diğer ülkelerde olduğu gibi Türkiye'de de devlet katkısının önemli bir etken olduğu görülmüştür. Sosyal güvenliğin sadece sosyal sigortalarla karşılanması istenen ölçüde başarıyı getirmesi pek mümkün gözükmemektedir. Özel sektörün bireysel emeklilik şirketleri ile sosyal güvenliğe katılımı sağlanmaya çalışılmış ve katılımın artırılması amacıyla primlere devlet katkısı yapılmaya başlanmıştır. Sosyal güvenliğin sağlam ve güçlü temellere oturtulması ve geliştirilmesi sosyal devleti güçlendirecek, huzurlu insanlardan oluşan bir toplum oluşmasına katkı sunacaktır.

The objective of this study is; the changes, that occurred in the field of the welfare state and social security services in Turkey, will facilitate to reach full membership to the European Union as a candidate country, or not. The study consists of three parts. In the first part; dealt with the historical development of the social state and the welfare state, has tried to explain the differences between the welfare state and the social state, is considered the development of social services in the world. In the second part; the development of the social state and the welfare state in the European Union, change and practice in social services in Europe were discussed, and how these services were financed in the European Union, tried to be explained with examples of applications made in Germany,Sweden and the UK countries. In the third and final part; the development of the social state and social security in Turkey explained with examples, current regulations and applications in this field examined, and effects in the process of the European Union are discussed. Neo-liberal practices in the world starting with the 1974 oil crisis have a negative impact on the developments in the field of social state and led to the end of the golden age of the social state. Besides, the rise of technological advances and living standards occurred in recent years is a major obstacle to the full reduction of expenditures of the states for the social services. Human lifespan prolonged with developments in the health field, and it increased the number of retired people who benefit from the services on health and they received more salaries. Regarding financing of this increasing expenditure, new policies and applications started to be developed. Developments in the world have caused important legal regulations and changes in the social state and social security in Turkey. The retirement age and pension conditions aggravated been raised. The state's social security services that operate under the name of three institutions are combined under one roof with the name Social Security Institutions (SSI - SGK). The union of institutions could not bring down the expenses to the desired amount. Contribution of the states for the financing of social security has been shown to be an important factor In Turkey, as in other countries. Social security seems unlikely to be supplied in desired level with only social insurance. Private sector with retirement companies have tried to be involved in social security and in order to enhance the participation, the state began to contribute to the Premium. Founding the social security on strong and solid ground, and devolopment will strenghten the social state and will contribute to the formation of a community of peaceful people.
